HPN, along with other DC partners, submitted a comment letter on HUD’s Affirmatively Furthering Fair Housing (AFFH) proposed rule. The letter applauds HUD for making much needed improvements to the previous rule by increasing community engagement requirements, creating more transparency in reporting, incorporating Equity Plans into other federal planning requirements, recognizing the importance of a balanced approach to place-based and mobility strategies, and generally reducing burden on program participants. The letter also makes recommendations to HUD including:
- Asking for clarification on how the balanced approach would be used;
- Raising concerns about if HUD has the capacity and resources to implement and enforce AFFH;
- Requesting clear and transparent guidance around the complaint and compliance process to avoid delaying affordable housing projects and;
- Advocating for relevant and useful technical assistance to program participants.
