Housing Partnership Network (HPN) is grateful for the opportunity that the Inflation Reduction Act of 2022, which created the Greenhouse Gas Reduction Fund (GGRF), presents for the affordable housing sector. To ensure these transformational resources can be effectively deployed to decarbonize and preserve the affordable housing sector, HPN is actively monitoring updates to the GGRF program design and engaging with HPN member organizations, the EPA, and other affordable housing and community development sector leaders.
HPN has provided multiple comment letters to EPA as the agency advances the development of the GGRF. The first was submitted in response to EPA’s Request For Information (RFI), and the second in response to EPA’s Environmental Financial Advisory Board (EFAB), both in November 2022. In May 2023, HPN commented to EPA on the GGRF Implementation Framework. HPN comments were informed by ongoing discussions with members, and HPN developed letter templates to support members in submitting comments directly.
These comment letters focused primarily on:
- The importance of ensuring these funds can be effectively deployed in the complex capital stacks of affordable housing groups.
- Prioritizing that residents of low-income and disadvantaged communities benefit from improved homes and environments, as well as decreased utility burden.
- Emphasizing that community development financing institutions (CDFIs) are key partners in ensuring that funds from GGRF benefit people who need it most because they have established relationships as community lenders.
