William C. Kelsey
William Kelsey joined the Housing Partnership Network in September 2008 as vice president for the insurance and group buying companies. He is the general manager of Housing Partnership Insurance Exchange, the Network's Vermont-based captive insurance company, and is also responsible for the start-up of the group buying efforts focusing on cooperative purchases of building materials for Network members. Both of these practices use the combined purchasing power of Network members to provide them with both discounted product pricing and an ownership stake in the enterprises.
Mr. Kelsey's background includes experience in both insurance and real estate development. He began his insurance career at Marsh & McLennan, now Marsh Inc., and continued at Winterthur International, now part of XL Insurance. Mr. Kelsey has extensive experience marketing and servicing global insurance programs, including captives and self-insured retention groups. He has also worked as a real estate developer, both in the private and nonprofit sectors, including four years as director of housing development for Neighborhood Housing Services of New York City, a Network member. Mr. Kelsey earned an undergraduate degree from Dartmouth College and an MS in Real Estate Development from Columbia University.
