Robin Hughes

Robin Hughes is the chief executive officer of the Housing Partnership Network, whose affiliates include the Housing Partnership Fund, Housing Partnership Ventures, the Housing Partnership Insurance Exchange, Framework Homeownership®, and the Charter School Financing Partnership. Highly regarded as an industry leader with 35 years of experience in affordable housing and community development, she possesses deep expertise in advancing public policy at the local, state, and federal levels.

Prior to joining the Network, Robin led Abode Communities, a top 50 affordable housing developer nationwide and premier provider of environmentally sustainable affordable housing in California. She has served on numerous boards, task forces and advisory bodies to advocate for resources, programs, and policies that support the preservation and production of affordable housing including her tenure as board chair of HPN’s national network from 2016-2022, The Community Development Trust (CDT) and the Low Income Investment Fund. Robin received her master’s and bachelor’s degrees in public administration from the University of Southern California and certification from the executive program in Community Development at Harvard Kennedy School.
