Director, Homeownership Initiatives

PRIMARY JOB FUNCTION

This full time Director level position in HPN’s Affordable Housing team has overall management responsibility for the success of federal housing counseling contracts, including HUD Housing Counseling Program (HCP), and for advancing homeownership work. This position works closely with the VP of Affordable Housing and Consumer Empowerment to support management and coordinate efforts that span multiple homeownership related business lines, including housing counseling programs, technology, and homeownership lending and development to advance innovation and business transformation in the homeownership and housing counseling space.

MAJOR DUTIES AND RESPONSIBILITIES

Operations & Management:

  • Responsible for success of counseling programs. This includes ensuring compliance with all federal contracts, developing systems and processes to meet grant requirements, and assigning tasks and overseeing the day-to-day operations of these programs: applications for funds, sub allocations to members, reporting and close out.  Also responsible for overall tracking of the performance of housing counseling business line
  • Develop and advance strategies for housing counseling business development and innovation and help build policy support of new business models for counseling in collaboration with VP and policy staff
  • Develop strategies to help members increase homeownership opportunities by increasing access to and/or development of mortgage lending products, new homeownership models, and tools to increase the supply of affordable for-sale homes
  • Leverage counseling and homeownership work to advance economic mobility strategies
  • Visit members and spend time in the field in order to: craft strategies, support new business model development and adoption, and support peer learning
  • Performance Measurement (impact & cost work)
    • Lead impact and cost analysis work with members to establish benchmarks for impact and cost across the HCP membership
    • If applicable, liaison to external partners/funders in supporting impact and cost analysis work
  • Advance operations across the team, engaging and supporting program associates in data tracking, project management, and systems development
  • Coordinate planning across homeownership programs, and work with the VP to facilitate collaboration across HPN business lines
  • Support VP in budgeting process across homeownership initiatives, developing team goals, facilitating meetings, and delegating tasks and overseeing program associate.
  • Provide other program-related support as directed by the VP.

 Communications & Development:

  • Enhance branding of housing counseling in collaboration with VP and HUD intermediaries
  • Draft communications and assist in fundraising efforts for housing counseling and homeownership projects
  • Work with internal staff and external partners to increase integration and efficiency of housing counseling systems, and ensure best use of technology to advance homeownership and economic mobility
  • Help increase connections among consumers, counselors, and homeownership lenders and developers to increase access to homeownership

  • Ensuring housing counseling programs are incorporated into the broader homeownership initiatives peer-exchange efforts, including: HPN Member Meetings and Communities of Practice “COP” activities, HCP Meeting, member social-networking strategy
  • Attending and facilitating sessions at our biennial (or other) membership meetings
  • Participating in the creation and growth of our member-driven social enterprises
  • Seeking opportunities to collaborate with our members outside of our meetings and COPs
  • Partnering with colleagues and members as it pertains to your specific role or expertise
  • Creating additional opportunities to increase the knowledge and success of HPN members, with a  focus on counseling agencies

 QUALIFICATIONS

  • BA required, Masters preferred
  • At least 5 years of related experience
  • Knowledge of federal counseling programs housing and residential mortgage industry a plus
  • Strategic and critical thinker, and able to focus on operations, systems and procedures
  • Excellent written and verbal communication skills
  • Excellent project management skills
  • Passion for learning, synthesizing ideas and integrating ideas into practice
  • Willingness and interest in working both collaboratively and independently, with emphasis on team engagement in innovation and change

 OTHER

  • Some travel required
  • Preference for position based in Boston, Massachusetts, with consideration for other locations
