Natasha Encarnacion
Natasha Encarnacion joins HPN as the Director of Housing Counseling and Homeownership, where she is responsible for managing housing counseling programs and advancing homeownership initiatives. She will focus on developing, implementing and managing initiatives that support member efforts to increase homeownership opportunities and reduce the racial homeownership and wealth gaps.
Natasha comes to HPN after 16 years at New Jersey Housing and Mortgage Finance Agency, where as Director of Programs, she oversaw developer and municipal training and compliance associated with government-funded and inclusionary affordable housing. She also worked on affordable housing policy development and administration and the development and implementation of multiple consumer-facing affordable housing, lending, and disaster recovery initiatives, including down-payment assistance, foreclosure prevention programs, and temporary emergency housing. Prior to joining HPN, Natasha was also a Program Director at Witt O’Brien’s, designing and implementing Homeowner Assistance Fund (HAF) programs for several states.
Natasha is a Rutgers University alumna where she holds both a BA in Urban Studies, from Douglass College and a JD from Rutgers Law, Camden.
